My daughter insists that these are muffins, not cupcakes. No matter, either way they are a scrumptious bread with a tender crumb and a fantastic crumble topping. Don't bother with a store mix! Make these #chocolatechipmuffins and never go back to store bought!
Ingredients
2 cups all-purpose flour
3/4 cup mini chocolate chips
1/2 cup white sugar
1 tbsp baking powder
1/2 tsp salt
3/4 cup milk (2% works)
1/3 cup oil
1 tsp vanilla extract
1 egg, beaten
2 tbsp brown sugar
3 white sugar
pinch of salt

1. Preheat oven to 400F.
2. In a medium bowl mix, your dry ingredients: flour, chips, sugar, baking powder, and salt.
3. In a measuring cup, combine milk, oil, vanilla, and egg.
4. Make a well in the center of the dry ingredients and add the liquid all at once. Stir until the vast majority is moist. Don't whip it, and don't worry about every speck of flour - you don't want tough muffins. Fill greased muffin tins 2/3 full.
5. Mix together brown sugar, salt, and white sugar. Sprinkle on top of muffins. Now bake until a toothpick comes out clean, about 15-20 minutes.
6. Remove from pan once they have cooled for a couple minutes.
Susie's Tips and Tricks
Making muffins is simple, but don't over-stir the batter. It only takes 10 to 14 strokes to mix. This means that you will have a few lumps and possibly a tiny bit of dry flour. Its okay, they're meant to bake this way.
